If he was already planned (look at Ace's tattoo), he should be mentioned when Ace and Luffy met at Arabasta.

Somthing like this: Oi Luffy, we are here, just like we promised to HIM.

And Sabo's surviving the incident and was saved by Dragon should be given more foreshadows too. Especially since Robin must have met Sabo in the timeskip but we get nothing about it at all.

The earliest and subtle foreshadow about Sabo surviving the incident was pic related.
From this page alone we can get that:
1. Dragon brought severely injured Sabo to his ship
2. Emporio Ivankov's existence is hinted and first appearance of Dragon's ship
3. A connection between Zoro's dojo and the revolutionaries (this maybe important to Wano arc since it's about overthrowing the Shogun and all)
