Yes. She was thoroughly and completely destroyed by the anime staff, so the chances they actually hate her for some fuckever reason is almost 100%.

LL S1 has the same problem several of the girls got little to no development Rin until S2.

Rin never was so underused as Ruby, at least she was energetic, first to take on the fun train, and performed well in their lives, while also retaining her defining character traits.

That matters little. The problem with Ruby is not that she was overhauled, but that she was literally stripped of any characteristics, and got no screentime or even lines whatsoever.
While Nico was massively changed, she also got some of the most screentime and lines.
