I'm honestly not sure all that much has changed in Venice since 1917... Aside from maybe the influx of large cruise liners sailing past every day.
Anytime off peak, really. I've been in both November and March, and it's not been too busy or too expensive. Hell in November there were days where it looked like summer (crisp, clear blue skies)... It just didn't feel like it.
Summer is when prices go up up up, as does the amount of tourists. I'd say avoid going then.
