The only real difference is that France has a nuclear arsenal and an aircraft carrier. Those two items take up billions of their budget, making their other capabilities underfunded.

So yes, they are real soldiers, immediately available in case of conflict. Plus they bring in valuable extra skills, because they actually have a profession.

My father had to do that until he was 30 and I can tell you, he was not a soldier. He knew shit nothing about war, even though he was born in ww2. And he was a Wachtmeister when they finally stopped calling him to the biannual shitshow that is the militia training. Yes, he was Austrian. And that was during times there was actually a cold war ongoing with Soviets and nukes stationed a few km from the Austrian border.
