Am not OP but have much experience on the subject. The only way to do so is to significantly reduce the scope of the US military's mission. If you cut funding and not the scope, you will end up spending more in the long run from accidents, and other consequences of doing more with much less.

Easy mode, simply cut the budget in half. Force DoD to focus on what is really important. Right now the DoD acts like a Saudi prince who has so much extra money that they can rent 4 floors in a hotel and gold plate their RR for lulz.
The USMC is the most fiscally responsible because they don't waste money on BS. They know they have a small budget and use it wisely. Notice they haven't had 10 different uniforms in the last 20 years.

I will also add that you need massive reform in budgeting processes. Let me explain. Its not like the Army gets some money and they spend it as required. These budgets are heavily micro managed. So if the army receives 200 billion, a certain percentage of that must be spent on particular things that are mandated. This is extremely inefficient. Also there is a thing called appropriations. The army may ask for 200 tanks but some congressmen will have a tank factory in his district and will force the purchase of 300 tanks when the army only asked for and only needed 200.

Yes, but you do realize that most of the DoD sits around all day doing nothing? Manpower is one of our biggest expenses. During the bad days of Iraq, we did a study. NG units were being put on 15 month extended deployments, but only 1/3 of the AC had ever been deployed to theater.
We have a serious manpower and talent management problem. No company would have so many idle employees.

I'm also in the US Army for 15+ years, the active military is basically a workfare program for the dredges of society.
With a couple of caveats. The hours are very long, you have little free time and nobody actually enjoys being in the Army. These are dredges of society, but (for the most part) those without criminal records, obesity, drug addicts and can do an arbitrary number of push-ups. Only 2/5ths of US men aged 18-24 are eligible to join the Army with that criteria.
Other the that, yeah it's a very wasteful socialist experiment that does very little to work toward the people of the USA's best interests.
