You have to see that up to that point Fall Blau (The summer offensive) was going quite well for the germans (After the costly winter battles of 41) and they reasonably assumed that they could capture and hold the city. The learning point would be dont overstretch your supplielines and dont let Romanians secure your flanks.
Also it didnt really matter as the whole war in the east had a very slim chance of succes from the get go, so they would have to start losing at some point
