We need to ban cars that have number sticks. They are an outdated piece of technology. Drivers that use numbers sticks are 27 percent more likely to cause a fatal accident according to the DOT. Older cars with number sticks would be grandfathered in. Increase gasoline prices so that driving is only for necessity or special occasion. Increase the requirements to obtain a permit and license and require license renewal to include a driving examination allowing for only 25% error, 10% for anyone older than 70. Increase the time before a license expires and needs to be renewed though.
Make it so road crews and road infrastructure can only be managed by government officials who will heavily monitor for nepotism and useless roads.
Politicians build tons of roads because it's an easy way to embezzle tax dollars and cover it up with infrastructure costs.

self driving cars will be able to navigate much more circuitous roads. And not having to drive yourself will probably eliminate most of the drag of having to go a long way or being stuck in traffic.

That lets us design roads that might be difficult or annoying for humans to drive on, but could be less intrusive and allow for more nature around our buildings. We could also have denser parking areas further away from where we actually want to go. Your car drops you off and finds a place to park in an automated garage in some out of the way place. Each car being able to move on its own means we could pack cars in way tighter than a human centric garage would. Parking lots could be replaced with either more buildings or pedestrian trails that are nice to talk in.

Advancements in tunneling would also be a more direct help. Major roads and freeways could be replaced with high traffic tunnels equipped with car moving conveyors.

So our huge long distance roads could just be eliminated by tunnels, and self driving cars would give us the freedom to sacrifice ease of use for environment and comfort related concerns, and eliminate the need for parking lots at every building and the subsequent roads connecting them.

No one has to make anyone do anything. There was no law forcing people to buy cellphones, and no law requiring industry to invent services and infrastructure that depend on it.

People will get self driving cars because they want them, and as more people have them more infrastructure will be made with them in mind. Eventually there might be roads too complicated for a human to drive on, and manual cars would be restricted somehow. Eventually roads like these would be all over the place. If there's market demand for it then we'll still have them. If not then manual cars will get phased out by consumer choice.
