seats are given by "area", so you basically census were people live, and their political party, then you draw the lines of this areas so those of one political party get bundles on as low areas as possible, so if you have and State, 10 People red and 10 People Blue, and 5 areas, if you manage to draw the areas in a way that all 10 blue vote as within one, even those they are 50% of the state votes, all they can win us 1 are, the other 4 go Red
