I think this is a very valid question which boils down to the center of religious morality. Religious theologists have long argued that, ultimately, if you dont subscribe to the idea of God, there isnt much reason to be moral in your behaviour.
Afterall, suddenly there is no such thing as absolute morality. There is only your gain, or your loss. Inaction on the persons side is then no longer influenced by concepts of right or wrong, but by consequences of your actions. ie: If you can steal $10,000 and get away with it, then there isnt much reason not to.
This is why for a long time a distinction has been made between "being good" and simply "not being bad". One is subscribing to a belief system, and accepting the underpinned laws of that system. The other simply is non-action due to fear of consequences/insufficient incentive.
Ultimately, If I start at a $1000 and say there will be no consequences to you stealing it, some will take it. If I keep multiplying it by 10, more and more will eventually succumb to stealing it. Whereby, at the extreme end of the simulation, only the most religious will still stand their ground, and "everyone else" will have succumbed into stealing the cash.
This is why you should start reading your Bible and trying to understand God + Christ on a deeper level besides "do this", "dont do that".

The government regularly offers incentives that increase certain behaviors, and regularly offers disincentives that decrease others. In what way is religion different? 1. I would argue you cannot simply equate unreligious and religious people in the same category as both following incentives. Its too loose an association, and doesnt do anything to explain the nature of these incentives. Material and metaphysical incentives might have some overlap, but ultimately, theres more difference than there is similarity.
2. That just because some proportion of religious people follow religion for metaphysical incentives, that this is not what the core faith reduces to. A corrolary to this is - there is a deeper reason to love your parents beyond immediate survival/provision of life essentials. Thats part of it, and some people ONLY respect their parents due to this, but it would be foolish to boil the whole relationship down to this.

There is absolutely no reason given in the bible as to why self improvement further improves your chances of getting into heaven, other than shit that the general population would not do anyway. As long as this remains, the general population will always remain as they are now.
Western society boomed BECAUSE those things were reintroduced. And they were only reintroduced because scholars in the Roman Empire evacuated to western Europe because of the Ottoman turks. Bringing Roman law, Greek philosophy, and this ushered in an age of scientific and cultural advancement. Otherwise, the Catholic Church was little better than islam. In fact, Islam had made many more contributions to science during that time, despite merely stumbling across prior knowledge from those they had conquered.
