If you really want to make progress, what you need to do is start replacing the failing government with your own. In Germany I just heard about a town saying they weren't going to accept any refugees - that's exactly the kind of thing that needs to happen more often. The arabs take over the country by introducing their mosques and sharia law and bringing in a second court of law, effectively creating a second government in the country right under the noses of the current government.
