GBF is an alternative universe or something like that. The two series share characters but they may not be exactly the same.

They're both made by Cygames so they mix each games' characters into both games all the time. They're basically the same characters with the same VAs, personality, story, etc, but essentially alternate universe versions. Amira is a bit different because Bahamut's anime is an original story instead of something from the game. She was added to both games as a promotion for the anime originally.

If you're talking about the GBF anime, no and they probably won't. There's so many Bahamut characters in the GBF game at this point though that its hard to keep track of them all. I think even the GBF primarchs are based on the Bahamut ones (except Michael is actually a woman so I guess they aren't actually the same characters).
