There is a reason a lot of these geriatrics are in the Congress - they're not held to any standard if they don't produce unlike the private sector. The decentralisation of power and authority allowed for local self government, something that practically vanished after the establishment of democratic, liberal regimes.
So even if the king was a buffon, he could only cause a certain amount of damage because he simply wasnt all-powerful.
He certainly wielded way less power than modern political leaders.
