If a federal prime minister tried to stop it, they would lose most of their voters in Québec, and they don't want to rise Québec nationalism and risk another referendum.
The argument is that if the French language legislation were not in place, Québec would risk assimilating away its French roots and end up indistinguishable from the rest of Canada, especially via immigrants. Ultimately it has nothing to do with whether it could be considered racist, but rather it's an accommodation to French Canadians; if the Canadian government actively undermined the Québecois people via immigration, Québec would be significantly more likely to demand independence. It's a measure to soothe French Canadians into staying under the thumb of the federal government.
