Have you been to Japan? Generally they suck at cooking western meat. Went to a "western" restaurant once we're they steamed a beef.

Because a good steak in Japan, is a very tender one. One that will melt on your tongue like some top quality toro. Japanese people dislike hard meat like they dislike hard bread. For them it's bad quality. And in fact, their best meat, the Kobe beef, is the kind that will 'melt' on your tongue, like they say. Extra tender. You probably could cut some as easily as you can cut jelly with a knife.
As someone who has been raised in Europe when we love red, red meat you can chew on, that Kobe beef totally saturated with fat is a nightmare. Good that the 'bad quality' RED meat is way cheaper here.
