These "experiments" are completely idiotic unless the city stops taking federal and state money beyond what its residents pay (I'm guessing Stockton is a net recipient of state/federal benefits). Of course UBI will look good when you don't have to raise taxes on the productive segment of your population because you're stealing the money from elsewhere

California is a disease. Whatever happens there, the exodus of Commiefornians will spread the disease to other states. It can't be ignored.

This is the other side of this encampment. It was cleared to build, and only about 1/2 mile from Downtown, and about 50 feet from a school. Nothing ever built, and the camp is there 24/7. It's very close to the next picture.

This area was harder to get photos since I was alone this day, and would probably need a police escort to stop and take photos.
The camp on this street under the 4 freeway is permanent, opposed to the other camp's around town, this one has a constant steady flow of vehicle traffic stopping. It looks like a 'goods bazaar', of small handoffs (probably drugs) and bicycles.

Inside the Stockton Arena they advertise for people to join their police force.

all that is going to happen is that no one will work as cleaners, janitors, farm hands or other hard, unenjoyable minimum wage jobs that people need to perform to keep society running.

This is 1/2 mile south, and 1 mile south of downtown. Basically south of the 4 is very ghetto. This green belt had tents going along as far as you can see. This is not the most dense camp in the area, some camps I was not able to get to because they were in hard to shoot places, like off the freeway, and would require me to stop on the highway, or hike into a bad area, and doing that solo probably wasn't a good idea.
Fun fact, everything south of the 4 used to be Segregated. One of the few cities in CA to enact segregation laws.

Another 1/4 mile west, we are getting closer to the homeless services center. They do not allow drugs or alcohol there. So they leave for the day, and drink on the street. Seems to have handlers for the disabled users to / from the drug houses.

The mayor is giving the money to permanent residents, so he's totally avoiding the homeless population. This is to win over votes and strengthen his base.

On the other side of the homeless services center, more people on the street. The green fencing behind them is new, and is meant to keep the homeless out of the green belt.

I live just outside stockton city limits. My business is in Stockton.
Here is a camp on the east side of downtown, about 3/4 mile away from my warehouse.

Tubbs was the default winner. He literally couldn't lose. The incumbent Silva had busted up a limo on a drug fueled rampage and had his electronics seized by the feds every time he entered the country.
Stockton has a weak mayor, strong city manager, strong city council system. So the mayor is largely a public face, while the deep state of stockton runs the show, which in this case are vogon style bureaucrats with no vision and no desire to execute. These signs are all over North (white) Stockton, the mayor wants to turn a golf course into Section 8 / PJ's. The golf course borders homes who's value exceeds $1M, but they are technically in a "County Island", area that were developed before the city expanded out, and are not technically under the domain of the city, so negatively impacting them doesn't effect his votes, or property tax revenues since they are technically not his voters, or a source of revenue (both go to the county, not the city, I'm in a similar situation, but very far away)

More signs, all the way down the street. There are hundreds. Even though the quick political calculation might be these voters don't matter, Tubbs has to lock in his downtown base with the UBI program, otherwise he'll lose the next election in 2 years in a landslide from this groundswell, even if they are county voters, the impact on everyone seeing these signs is enough.

I actually approve of the fact that they are doing experiments in some of the worst palces. I think they will see how squandered the resources become when given to certain segments. This is better than rolling out a national program.

This is one of the harder to get shots, but everyone sees. Along the 4 to 5 interchange, along a section of the delta. The delta is totally polluted now, a mix of too much ag runoff which has kicked the water vegetation into overdrive, and a lack of fresh water in, because it's being diverted to the SF bay area for the Delta Smelt.
When my wife was young, her best memories was catching fish in the delta, now it's unfishable.

The city gives away tons of money to a non profit called "Visionary Home Builders". They regularly raid city coffers for things far more irresponsible than the RDA program pre 08 crash that was popular with cities in CA.
During the Bankruptcy when most of the Police force left, Policing was backstopped by Feds (FBI/ATF) as patrol police, and CHP (state) as well.
The city also directs tons of federal grants to a few families in the city, every one of these grants are always for some kind of low income housing.
The oldest and tallest (until the new courthouse was finished) skyscraper in stockton sat vacant for a decade. It was sold to the Courts (one of them stabbed their business partner to death) for only $250k, and now a different family is turning it into low income artist lofts with a ~$1M a year federal tax credit.
Also, to correct OP's article, Stockton is not the Bay Area. It's central CA.

Stockton is going through a shift. Bay Area is getting really expensive, so people are buying here and commuting in, that's the north side of town.
Then there is the permanently impoverished, blacks and hispanics that are getting squeezed by the rising prices of Bay Area people. This is Tubb's base he's trying to court with the UBI. These people get squeezed out into homelessness, the rest of the homeless are coming here because surrounding cities have been building new houses, and cleaning their streets to grab those bay area commuters. Stockon doesn't crack down on the homeless or drug houses on the south side, so they have free reign.
Finally, you have the multi generational old families, lots of whites who have been here since the gold rush days, small business owners, property owners, share owners in the Bank of Stockton (still very powerful). Almost all their children go to private, so they are not assessed in the stats, and once they graduate they leave for LA or SF. Essentially, the institutional families new generations are leaving, which is acting like a brain drain, and we're left with totally disconnected commuters and dregs.

There is one large employer in Stockton left, and that is Kaiser Permanente (a health care provider / all inclusive hospital). They don't actually "produce" anything industrious.
The port stays pretty busy, and there's a few hidden gems of large importers of Chinese goods, but nothing significant compared to Port of LB or Oakland employment figures.
All the big employers keep choosing locations outside of Stockton, such as Tesla, In n' Out distro, Ghirardelli
