Been watching School Rumble recently and this happens at least five times per episode. Japanese comedy is just really punchline-heavy, or at least that's how it seems. If something ridiculous happens, they need somebody to comment on it to complete the joke.

It's a boke/tsukkomi thing. It's a most basic comedy routine in Japan.
There was an episode of Nichijou where Mai keeps doing more and more outrageous things and Yukko tries her best to not call it out on her.
