Most of the villains in the very notable shows seem to be more environmental. The world, or society, or zombies. Probably a reflection of the nebulous nature of most modern problems. There's not really any individual who could be killed or defeated to make the world a better place, and even our diseases have less singular ability to cure than when it was just bacteria or viruses

There's too much over saturation of mostly short running anime to get a Joker or Darth Vader tier villain.
