Is it beneficial/acceptable to refer to bi-racial (black/white) people as "Mixed" and not "Black". I mean they're technically not black, but a lot of mulattos seem to call themselves black and act like they are able to celebrate black history month, have "muh africa pride" etc.

I just go by biracial. Mulatto is a really degrading derogatory term, and biracial seems to cover it pretty well.
I don’t think there’s any single “right” answer though, so if you meet somebody just ask them what they’d prefer. They’re probably more than willing to clarify it for you. It would be like if you met someone named Michael and just out of the blue said “Heyyy, how’s it going Mikey?” Just ask.
