This really should not come as a shock to anyone. The Democrats have been taking a brute force approach to every election since 2016, more so than usual. They are operating under the principal that whichever candidate spends more money will win. Historically, this has been true. So they throw as much money around as they can get their hands on, confident that more cash will flow in as soon as they win the election and carry out the favors they promised to their mega-donors.
But then Donald Trump came along and changed the game. He proved that brains beat brawn, and using your resources tactically, instead of just hurling spaghetti at a wall to see what sticks, will win the day.
We saw this not only in the presidential race, where Hillary outspent Donald by about 30%, but also in the special elections through 2017. There were multiple races where the Democrats shattered all records for money spent at their respective levels, and they lost nearly every race in the process. They've been throwing good money after bad because they don't have any other strategy. This is like Douglas Haig in World War I, where his primary strategy was to have his troops keep charging directly into automatic gunfire, apparently with the notion that the Germans would run out of bullets before he ran out of men.
They're basically running a political Ponzi scheme. Money flows out as fast as it comes in, but as long as it keeps flowing in, the scheme continues to work. The problem now is that because they lost so many elections, particularly the presidential race, many of their mega-donors have pulled out their funding. It's no coincidence that the Clinton Foundation went broke as soon as Hillary lost the race. All those hyper-donors from oversees (particularly the OPEC princes) pulled their money out as soon as it became clear that Hillary and the Democrats could not deliver on their lofty promises.

Coincidentally, every anti-fracking advertisement you've ever seen was paid for by OPEC. Also, remember when the price of oil fell through the floor a few years ago? That was done entirely for the purpose of undercutting American shale oil, because Bill can't survive for long if no one is buying his product. It didn't work, and the shale industry is still developing. That's why they had to try to kill the industry through political machinations.
