I used to be very strict and obnoxious on "yuri is 100% explicit lesbians", but after watching and reading more of the classic well known yuri and learning more of the history of the genre it changed. Two girls being romantically close to each other is what I consider yuri. That doesn't mean they're lesbians, since well, in most mainstream series they aren't. Japan still calls it yuri and that won't change, and I'm fine going with that definition now.

I don't like using yuri bait, but my impression is it's either used for shows that advertise girls doing gay things while having a disproportionate amount of it in the actual show, shows that advertise it but it's only fanservice, or shows that advertise it but have the girls ending up with or in love with guys.

From the Japanese authors and fans I see on twitter I feel like the same feelings on what is yuri with lesbians vs what is yuri without lesbians are sprouting there too. You see a lot of people using レズ(lez) more heavily to talk about actual lesbians in yuri, even though the word was mostly used negatively in Japan for a long time.
