It's like they want to give lazy, degenerate college whites a reason to come out and vote for Democrats in 2018/2020. What practical reason could they possibly have?

Because the industrial varieties (virtually no THC) produce more than four times the cellulose per acre compared to trees, and require less chemistry to make into paper. The USA is one of the only countries that does not make a distinction between drug and non-drug varieties.
