That's torpedo is slow as fuck and too powerful. It's not a weapon of attack, it's last resort option. If (((someone))) would completely destroy Russia, that torpedo will slowly crawl as gopnik to enemy's coast and then do as much damage as possible.

It is clear that it was a warning to US that this will be our answer for your shield if you go forward. The system is being developed. A lot of R&D was done by USSR, except at that time in the 50s, some of the technology wasn't there yet. Now this project is not only very realistic but is actively being developed.
I read that the mini sub will be able to host conventional weapons, too, so these systems are not being designed just as nuclear deterrence.
