The Fascists weren't anywhere near as concerned with race as the Nazis. The intellectual tradition they were mainly influenced by were the syndicalists (basically commies) and the italian elitists like Mosca, Pareto, Michels, who were quasiliberals that really didnt care about race (Mosca opens his great work, "The Ruling Class", with an extended argument against racial political theories). The Fascists were all about nation, which they conceived of as a kind of spiritual thing, and they were heavily influenced by Idealism and anti-Scientism, so a biological explanation of human behaviour never appealed to them.
This is not to say that they thought everyone was the same or that Africans were as intelligent as Europeans. They just didn't see these things as being of prime relevance. They knew human beings had a built in in-group/out-group faculty and that individualism was a dead end for that reason, but many of them initially thought the correct "collective" identity was class. Eventually they moved on to "Nation", which they saw had a powerful pull after the events of WWI (whereas commies remained mostly in denial).
Should also not, German National Socialism was very focused on Aryans, not necessarily Europeans as a whole. Meds are not really like Nords, we all are aware of this, and so Nordic supremacy wasn't really going to attract Meds. In Fascist parlance, a Nation is a state based on a single coherent "people", whereas an Empire is by definition multicultural as one dominant people becomes leader of many. The goal was for Italy, then moribund for centuries, to become a powerful Nation, and eventually lead an Empire that challenged the Anglo-Americans. They did want an Empire, this is true, but the Empire was going to be like the Euro empires of the 19th century not like the American emprie of the 20th. The Italians would be the leading "Nation" and the africans would be clearly subordinate. That was part of the justification they gave for why they switched levels of analysis from "class" to "nation"; they realized class struggle meant a permanent conflict within the nation itself, and that "classes" did not actually lead nations, "elites" did. So they took the general anticapitalist rhetoric of the time and substituted nation for class (which I think is an improvement). However we should probably point out that these explanations may have been formulated "after the fact", so to speak. You can't underestimate the effect of WWI on the Fascists, they intuited that the massive nationalist outburst was a fundamental energy that overruled the class analysis they had been using. Its not so much that they figured out that nation was more primal, history revealed it to them and they were in tune enough to notice. They still believed that "in a different time" perhaps the class could serve as a good vehicle for peoples collective identity (or some other unit aside from class or nation, like a band or polis)
The problem I have with them isn't their view of race which struck a decent middle ground, its that they really didn't understand economics that well. If we could reconcile Austrian economics with Fascism then we'd really be onto something

Its possible but I suspect once we have that power it'd lead to drastic, unpredictable changes, theres no reason to think the result will be us implementing perfect equality. Its also just something in the nature of organizations, even if we were all exactly the same there's no reason a priori to think a group of "equals" will beat a group hierarchically organized.
