That still makes him a decent mage. He is dedicating himself to the pursuit of being a mage and improving himself. Just because he doesn't have superhuman DNA and as a result is simply not as good as someone like Rin or Sakura who have dozens of generations of superhumans running through their blood doesn't mean he can't contribute to finding the source or understanding magic better.

Though the way Fate tends to put it, despite siegfried having a weak point on his back and Achilles his heel, you still need to hit that part of their body in the first place, which is rather difficult when they have anime reflexes.
