500 million is the very low end, it's more likely to be somewhere between 1 and 2 billions.
If you had development cost : "So if NASA makes 20 SLS flights by the end of the 2030s, the rocket will roughly cost the agency a total of $60 billion, or $3 billion per flight."
That's is actually VERY optimistic because there's no way SLS will fly 20 times before being cancelled. I doubt it will fly even half of that.
I don't know where anyone got the idea SpaceX was completely independent. They're just like any of the other "private" launch contractors. They make bids on providing services to the government, and get paid to do so.
Sometimes that money comes in terms of contracts for specific flights, sometimes it's funding to develop a program so that they can launch anything at all, and sometimes it's provided as general-purpose research grants to figure out new things to develop.
There is a massive industry around this process, and it includes (in no particular order)
Boeing Aerojet Blue Origin SpaceX Orbital ATK Northrop Grumman Lockheed Martin
This list grows and shrinks constantly as these companies split, merge, and buy each other out. For example, Orbital ATK used to be Orbital Sciences and Alliant Techsystems (ATK), and ATK bought and merged with many other companies before that.
All of these companies have satellite launch systems. All of them receive significant funding from the government.
SpaceX is not special. They just spend a lot of time and effort on PR to make themselves look special, when they and blue origin are essentially the same company otherwise.

ULA is not a single corporation. It's a conglomerate of multiple businesses that cooperate for contracts, but are independently managed. Several of those companies compete across contracts with ULA as a whole, forming other partnerships. Talking about ULA as an entity is really quite misleading.
As for the dinosaur complaint, I won't deny that gouging occurs, but a lot of it is caused by the government as well. When you don't want to keep a program going, but the government does, they raise the payment options until you say yes. So obviously, the right move is to ask for as much money as they will pay.
SpaceX is only ~10% cheaper than the other launch options for the categories they cover (small payload low orbit satellites) and have a worse launch record. Take, for example, the Delta II, which launched 155 times and had two launch failures. That's a 98.7% safety record. SpaceX has 93%.
The Delta II had a launch cost of $51 million (1987 , ~$113 million in 2017) for a payload of ~2,700–6,100 kg. (LEO) The Falcon 9 has a launch price of $61.2 million (2016) for 22,800 kg to LEO.
If we want to start getting into what makes launches so much more expensive we need to talk about cost-plus contracting. Essentially, the government will pay whatever is needed to maintain "launch readiness" such that the rockets are ready to fly at any time. This is essentially the government rolling over and giving the company as much money as they want so everything keeps going smoothly.
If you think SpaceX won't get a similar money-bleed contract when they take their place among the MIC, you're dreaming. They're desperate for more government contracts so they can prove themselves and get that constant flow going.
