At least since 1996 (pic related). An airline pilot named Jeffrey Talon claimed that a similar plot--remotely hijacked airplanes, etc.--was attempted years earlier but thwarted.
It's possible the buildings were constructed for this purpose though--the Rockefellers were behind the plans for the WTC complex.

I read somewhere that Lucky Silverstein would have had to get rid of all the asbestos in the towers at a cost of many fucktons of money to comply with city codes, plus the buildings themselves had a 75% vacancy when the attacks took place. They Twin Towers just weren't profitable anymore, and Jewmerica was in dire need of a war, for the reasons we all know. It was a win-win for everyone.
I would say the job wasn't planned that long before it was executed, maybe 5 years max.
