Most of them can't leave. A lot of them don't have money to leave, and where would they go? They can't get citizenship anywhere worth moving to. Most countries have minimum age requirements along with everything else that makes it hard for them to get citizenship so most of their parents and grand parents will be left behind to fend for themselves.
