how it works is that you have the USDA "thrifty" food budget which outlines the cost of a nutritionally dense diet at the lowest possible cost, now 30% of your income is subtracted from this cost and SNAP subsidizes the rest

meaning most people already have a food budget and SNAP merely supplements it

so there is really nothing wrong with sending staples
