This is the kind of thing that I think the government shouldn't be meddling in in a legislative sense, even though I'd probably agree with whatever they might put in place. Really it's up to parents to decide when to allow their kids to have access to these kinds of things. I didn't get my first phone until I was 12 or 13 and it was an absolute brick even by the standards of the time, and nowadays you see brats still in buggies with their bleeding iPhones or whatever. That's absolutely a failure in parenting and not of the state. I doubt that it would ever be effective though, just look at video games and movies and even drinking and smoking, unless you're going to curate things to the level of an election, you may as well not even bother. And you can be sure that Facebook and all the other companies themselves wouldn't take kindly to a government interfering like that.

The thought of that gives my inner libertarian a heart attack. I think it's naive to let a government hold that level of power over the people. If I was dictator for life of the Fascist Republic of Éire, I'd still be hesitant to pass something like that into law.
The problem is that technology and social media is so new and is constantly advancing that no one has any experience with dealing with it and with people's reaction to it. If you're kid is shit at school or getting bullied or whatever, there's so much knowledge and so many resources you can draw on to help with that, but social media and the internet is the Wild West in that regard. That's why I say it ought to be the parent's who decide, and anything the government does should be in a supplementary, supportive role. In 200 hundred years, our great grandchildren should be rearing their children regarding social media using the experiences and know-how that we have discovered and passed on. I'm rambling but the point is that it's a messy subject that we shouldn't jump to conclusions about.
