Decentralized network is a network not connected to other netwroks. For example decentralized netwrok is a network not connected to web pages. Most basic decentralization system is a system(network) you CAN'T MEASURE WITH CENTRALIZED SYSTEM. You can't convert decentralized system to centralized currency, it's impossible. If you can convert it, then you aren't decentralized.

I am pretty sure what decentralized used to mean, but there's no real definition. It's basically just a more wild centralized thing, even wikipedia agrees decentralized is just a more wild centralized thing. For me this is not decentralization, this is just centralization like picture shows, since you literally go through center, but maybe not all the time, but you still go.
