We can't check out the veracity of this statement, since none of the names of anyone involved were released. In addition to the driver, there were two passengers in the SUV that were taken into custody. They are still in custody, which makes you wonder why, if it's assumed the driver merely made a wrong turn and then panicked.

Even in one of the articles that I quoted it said the SUV is pointing towards inbound traffic. That means for that SUV to wind up there, it would have had to gone through the security gates, flipped a u-turn and then driven down the sidewalk next to the street on the opposite side of the barricades. that obviously didn't happen. From this, we can safely gather that the FBI doesn't want the public to know that the SUV was granted access to the facility earlier and then the occupants did something while inside that caused them to flee and initiate a gunbattle.
