Saber has a high rank in luck, A-rank Instinct that basically acts as precognition, and her legend is also more famous.

Basically see it like like dart board, GAY BULGE guarantees that it will hit the board, but it might still hit the very edge of the board so you only get 1 point rather then BULLSEYE EVERY TIME, Sabers luck made the attack resolve as something she could still survive just barely, if Lancer had kept going she wouldn't have survived.

Not really 100%. With Gay Bulge causality is changed so that the spear is fated to hit the heart no matter where it's swung to, but luck is literally stated as a heroes innate or god given ability to defy fated or destined events.
The true tsubamegaeshi is different in that it doesn't reverse causality or any bullshit. It's just a perfect technique that is inescapable given that the conditions are perfect.
Weren't stats supposed to be the way Shirou saw servants stats and not an universal measurement ? That in essence every Master visualized Servants capabilities in a different way ?

Which Non-Grand Servants are the strongest? It's hard to determine since Archer is apparently weak but he basically murders everyone, Gil is apparently super strong but jobs constantly, all of the servants in Zero aside from Caster/Assassin are powerful...

In Fate it's a bit pointless to talk about powerlevel since fights are incredibly context dependent.
And all the spin-off, including FGO, have been raising the powerlevel so much and pumping out so many servants that coming up with an answer is difficult.
In terms of "strongest, world-class heroes," it corresponds directly with their fame or antiquity. The very strongest heroes are all either incredibly famous (Hercules, King Arthur) or extremely ancient (Gilgamesh). Heroes who are the paragons of their respective countries (Vlad, Ramses II, Cu Chulainn) also tend to be quite strong, especially if summoned in their country of origin.

EMIYA is a skillful hero rather than a strong one. He does a good job making up for his deficiencies, but he honestly is not a match for any truly first-class hero except for Gilgamesh.

Gae Bolg's effectiveness depends on the opponents luck. Anyone with B or A will be okay. C not so sure about, below that, you're fucked. Saber also has the 'instinct' skill which also helped.
