Yeah it would be pretty difficult to make an impact in that area. The place is crawling with police. Even a hint of terror and it's shut down, a number of ranters and screamers get taken away every week outside the Houses if Parliament. I'm actually surprised the Westminster bridge attacker was so 'successful', but he was the first of the recent crop of nuts. If someone tried the exact same thing today I doubt they would get far before taking a flood of bullets.
