Doesn't matter. Police helps people all the time. The reason they don't get "hero" title is because they do it for their salary. True heroes are those who risk their life and ask for nothing in return. The truly brave men who sacrifice themselves for others. If you start calling even policemen "heroes", then that underplays the courage and kindness of the true heroes, as they're put on the same level as a simple cop.
As someone who has always admired heroes, someone who is obsessed with the very concept of a hero, Stain was extremely relatable. And justified in my eyes. Sure, maybe none of his victims were "bad" and didn't deserve to die or be crippled, but he wasn't targeting for being "bad". He was targeting them to make a point, to take back the meaning of the word hero. They were just necessary sacrifices.
