In this fictional universe becoming a hostage or more accurately, being exposed to such anti-social situations raises the chance of you becoming a criminal, it's not that far fetched and even if it's not true in our world, it's true in theirs. Sybil's number one purpose is to maintain order in society, and it views itself as the guardian of that order. Notice how if anyone thinks Sybil isn't the single greatest system ever, and that being constantly pumped full of drugs and being spied on they get labelled as having "clouded hues", and are sent off to have "therapy." If a person whose whole life they've gone through believing that Sybil has essentially made utopia on Earth, and then find out that's actually a fabrication from being personally kidnapped, then their faith in the system protecting them wavers. And that wavering faith, cannot be tolerated, as that may force change or eradication of the System. Sybil is merely protecting its own power.

Retaliation crimes, abuse victims becoming abusive, mob mentality, groups of people responding by violence because of fear, oppression etc. Obviously not everyone will turn violence at the sight of violence, but some will. And Sybil sometimes deduces that preventing a potential outbreak of violent behaviour that could threaten the status quo is more important than individual lives.
