The Second Amendment to the US Constitution reads as follows: A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.
Using analysis within context, it is pretty simple to "decipher" the meaning and intention of this controversial ammendment if it is broken up into its clauses.

This is the most common "gotcha" point for anti-gunners, it says it right there, well regulated, so then the government has the right to regulate the militia? Wrong.
At the time "regulated" did not mean government controlled. Regulated meant in working order.
Militia is an army of armed civillians.
So in common terms, A militia in well working order

The aforementioned militia's being, it's existance, is necessary for a free state to exist. If it is assumed that the founding fathers were influenced by Locke's ideas, then the free state must be one that protects the rights of man - life, liberty, and property - defined by Locke, but the constitution protects other rights.
The social contract made between the people and the state must be upheld on the part of the state and the part of the people who put their trust in that state. If the state violates that social contract, the militia, made of the people, must hold the state accountable if it threatens the rights of the people.

If the right is of the people to keep and bear arms, then the people must make up the militia. It is the right of the people to keep arms; people must be able to keep arms. It is also the right of the people to bear arms; to use their arms if necessary - in the event of a threat to the free state. Arms being weaponry.
The state shall not make any laws to infringe on this right. If the founders' purpose of the state is to protect the rights of man, and one of the given rights is the right to keep and bear arms, the state should excercise its power against what impedes this right.
Considering all of this, the intention of the second amendment can be determined. Essentially, the people must be able to hold the state accountable for its protection of the rights of the people. If the people do not have the means to hold the state accountable, the state will become tyrannical, so the people should have the right to the means to effectively hold the state accountable.

Another point not made. The police and military fall under the militia technically. Therefore if any infringements are made to the 2nd amendment against citizens, the state has no right to an armed militia.
This is why the government has been so desperate to force gun control as much as possible, every infringement made further makes the government an illegitimate authority.
