What are some effective solutions that local governments (Mayors, city councils) can do to decrease the likelihood of a school shooting happening in their towns, cities, or districts?

In Texas they give school districts a choice if they want to arm teachers or not. Some have accepted and some have not, but the choice is what’s important because each community is different.
Outside of that, they can pay for cops/vets to guard the schools. They can also take into consideration the design of schools to make them safer. That’s more costly but when the time comes its worth considering. Metal detectors are always an option.
Local governments can also promote a better culture in their communities. Promote family and church. Don’t make it about sky daddys because there are other, extremely overlooked positive reasons to keep the church. Those reasons do need to be explained as well, because Commies have wrecked the reputations of churches. The biggest problem I’ve noticed with governments is that they don’t use technology, the internet especially, to get their word out. We don’t hear them and they don’t hear us, unless a person is motivated to do so.
