GIMP for GNU Linux. There's some youtube tutorials, way more tutorials for photoshop.

GIMP has a shit ton of features but it's a bit of a learning curve to really get a feel for what anything does.
I really wish I were good enough to do black and whites, I've found some great vintage CPD pictures I'd love to tweak up.

It's a pretty much fully analog system that can piggyback only simple digital information like radio ids. Most systems can easily transmit a digital repeater callsign eliminating the need for an audible varient.
i know for amateur stations you have to id every 10 minutes, but the one on here seems to be random. it was too fast for me to tell what it was, im just learning code

If I'm not mistaken, for official use, it's once an hour. Been a while since I looked up the regs. The code is just the repeater's callsign. On some occasions, it is spoken it the auto system is out. A few reasons for it attempting to repeat sooner is, the scanner site pulls multiple repeater's, if interrupted, the system attempts again, or the system is restarted.

They have allocations for a full on P25 system, but new radio and interopability situations cause issues. Hell, the setup is so shit tier I can get on with a Memefeng (Baofeng) radio. Hell, I have a spare handset to police just in case.

Quick rundown.
First 1-2 digits - district.
Last 2, zone- beat/type. 927 is 9th district, zone 20, car 7. 0 denotes zone Sargeant, 35 is paddywagon.
Robert is the designation of Rapid Response units. Cross zone units that respond anywhere within or nearby the given district.
Adam-David, special/tactical units. Unmarked cars or plainclothes cops.
