Russia signed up to this resolution so if it Assad just violates it with no meaningful excuse at all, Putin is going to have some questions to him. If Putin covers for him, then Russia will sabotage its own position in the security council - voting in favor of resolutions and then violating them immediately. Exactly what kind of consequences would that bring? I don't know, there are many options, but I think you can be creative with that idea yourself, just put yourself in the shoes of other UN members such as US or UK and imagine how you would deal with someone who signs agreements and then immediately violates them.
