he doesn't actually have those billions in cash but rather through the value of the amazon stock he owns. he would have to sell all of his stock to actually be the richest person in cash. he can lose or gain billions day by day based on the trading price of the stock on the market.

It's something we do in America. We give our richest corporations and people money from our tax system as opposed to them paying any taxes.
