US Condoms start at around 49mm diameter for small size (though the smallest of these appear to taper to 44.5mm below the head). Regular size ones are about 52-53mm wide. Oddly enough, domestic Japanese condoms are around 32-36mm in diameter for standard size, and go up to around 38mm (44mm below the head) for XL size (Super Big Boy with the elephant on the box). According to the US page, Japanese condom makers are listed as selling larger ones than in Japan.
