Most junkies will seek help when a decent way out is offered, most options though require you to go cold turkey for several months, which is where the main problem is.

Our nostrils are thinner to warm air entering our lungs keeping body temperature slightly higher your right, I would assume their is probably way more adaptations that would benefit us greatly here anyway regardless of temperature. For instance we have a higher resistance to salt due to our ancestors storing everything with salt and a similar resistance to diary as our ancestors saw the use of them and we have a lower bone density which makes us better swimmers but more likely to die in a car crash. We probably carry all sorts of diseases they can't deal with either but they probably carry threats to us too, desu man I dunno how this will turn out but I know they won't be able to survive without us or without crime/cannibalism

Should round the junkies up into a place (a nice tranquil place) where they can recover from their addictions and recover their psyche. The environment that they are placed in is crucial because the mind will reflect all that it absorbs. Then when they are ready, learn some monk tier shit if they feel like it (and anyone could come in and do it to).
A mental health centre thing. No drugs, not even to calm lunatics down. Just put the dangerous ones in a comfy padded cell (only the ones who are really out of it). I don't like doing that to people though. If I was forced to be in a place against my will and locked inba padded cell I'd come back for every bastard that touched me and beat them. Probably wouldn't but I would want to atleast. But BOY if they injected me with someting, when I got out, i would come back and murder them after.
