And if he can use his powers while suspended, why can't he just shoot his ice downwards to cover the caltrops after using it to destroy the ropes?

He could just make the whole rope encased in his ice, which should be strong enough to support him, and then use his fire to free himself once the ground was covered. Or he could let the rope break, which shouldn't happen instantly, so he'd probably have time to let his ice cover the caltrops before he fell. He managed to cover the entire stadium with an incredibly tall ice wall in like a second, it shouldn't take him any real amount of time to get his ice to the ground in that situation.

Anyway, you were never expected to think too hard about this scene. The point is, Eraser Head is cautious and well prepared enough to catch Todoroki, even if the author isn't clever enough to write around his own rules.

Maybe, just maybe, he did not use his quirk because he wanted to help Momo's self-confidence.

He can't make ice appear instantaneously. It'd have to travel along the rope. Additional ice weight + making the rope brittle really fast with a flash freeze = falls flat on his face onto caltrops.

Why would the rope break? He could just encase the entire rope in a huge layer of ice, and then end up being supported by the ice itself. When he freezes people, it's not like it's just their body being frozen, they're encased in a ton of thick ass ice.

The author just didn't put that much thought into the scene, we should just do him a favor and not go any further ourselves.

If he made a shitload of ice instantly, it would weigh down the rope severely, the resulting cold temperature would affect the rope's strength too. Sure, he could risk icing the rope over, but I'm pretty sure it's gonna be cutting it super close. When he's icing the ground, he has the sturdy support of the ground for his massive ice sculptures.

The ice spreads from his right side, he'd need to be in contact with the ground in order to make an ice platform- by then, he'd have landed on some caltrops. The notion that Eraserhead could be near is also preventative factor. The fact that this is a test, not a life endangering battle, means Todo would rather be rescued by Momo to pass than eat a half dozen caltrops.
