Anime was a mistake

Less people watch TV these days as there are other ways to watch a show. Not saying it's the only reason but it's a strong point that affects non anime shows too.

I'm not sure what your graph is supposed to say, but primetime anime are not supposed to move disks.

Actually Japan is behind on stream technology compared to the rest of the first world and recently Netflix made it big there. While there's a downgrade trend on ratings in general, it's mainly because the audience is tired of the same shit being repeated over and over again and the studios's overdependance on stunts like idols and ikemen, what bring a loyal audience but alienate many more.

All those shared the timeslot 24:00 - 26:00 (12:00pm - 2:00 am) The average people dont watch chinese cartoons in Midnight.

They have better things to do then watch generic badly animated formulaic stuff that's partially aimed at otaku and fujo.

They don't even have the GOOD kind of formulaic stuff that's well drawn and speaks to them either.

They gave up on the entire industry for the most part and are into games, smartphone games, and internet videos.

Ever wonder why kimono and friends is doing so well? It's noveltous, unique, and it seems like it was created as a labor of love by a small group of people. And it's cute and simple with no underlying thing to push.
The success of that and SaO and other web novels might actually create a small non mainstream swell of new media that can make a lot of money for people.
But I'm not really sure.
