Japan actually has had quite a few high-profile murders by juveniles which caused them to lower the age at which you can be tried as an adult. I think it's 14 now, so Toga could be treated as an adult in a murder trial (assuming the BNHA world follows something like modern Japanese rules).
Incidentally if you remember the infamous Nevada-tan story, the girl who murdered her classmate with an utility knife was 11 and ended up spending four years in a detention centre. She's free and 24 now.

Chronostasis is also ready to go and already made Aizawa useless. It's two-on-two with a twice as dangerous Overhaul and a Nighteye who already used his quirk. The heroes now also have to defend Mirio and Eri (and maybe Aizawa, depending on how bad the slow-down is).
