I'd like an elected monarchy, where the only immutable law is that there is an election every year on July 4. Aside from that the elected monarch has complete authority to run the country at their will for the year.

Monarchy means that a king or emporer is the head of state. It doesn't matter if he gets elected or heirs the throne.

Econimically left is socialism and everithyng beyond.

Historically there's been quite a few elective monarchies- but the selection comes from a nobility or aristocracy, not a democratic ballot of the whole population
