Everybody that wants to can vote on decisions in anarchist communes. Anarchists strive for consensus but revert to majority rule in cases where it can't be reached. It's basically a social democracy only you vote for laws rather than for people and you are completely free to leave the commune and its laws if you wish. Let's say a commune voted to outlaw assault rifles 100 against 20. You could have something like 10 people staying and relinquishing their guns, 5 people staying near or around the area but not part of the commune (and its laws) anymore and keeping their guns, and finally 5 people leaving for a commune that would allow them to keep assault rifles.

Also yes, direct democracy is, with a few minor differences, basically synonym with anarchism. That's even how I present my opinions sometimes, otherwise I have to explain to uneducated people how anarchism isn't lawlessness for 20 minutes.

Which is why everyone carries a big stick in anarchist communes. I cited banning assault rifles earlier but it was just an hypothetical, I don't think any commune in its right mind would ever ban guns. Moreover, in a small-scale system like a commune, someone would have to be known and trusted to be charged with this kind of responsability, which would drastically reduce the risks of abuse of power.
