Looking at all statistics Russia was up to 2014 bettering itself (even the number of journalists dying got lower). Then it took a dip because of the oil price collapsing (and partly the sanctions to a lesser degree) and it took to late last year to get the losses back. So yeah it really only got better after Jelzin and it will take a birthrate boom + one to two generations to make Russia great again (kek).
