Practice constantly, you want to try and sketch every day and build up that muscle memory.
Also if you're not already, make sure to use construction, draw simple shapes and use those as a base to draw the final figure. Also look up some youtube tutorials for whatever program you're using and for digital art in general. They can teach you a lot.

I just use a tablet without a screen plus my laptop, so I can't speak for tablets with screens. Some people prefer drawing directly on the screen while some people don't. From what I've heard over the years, neither is better than the other, it just comes down to personal preference. In the end, the quality of the art depends on your skill rather than what tech you're using anyways.
