ICE wasn't created, it was just renamed and merged, from INS + Department of Customs. Part of the post 9/11 restructuring under Homeland Security.
ICE also manages airport international, land borders, performs background checks and inspects cargo. You can't just "defund ice" without giving up a lot more than just the deportation enforcement arm.
